Voiceover Citizens' Panel Survey
Consultation Overview/Background
The Voiceover Citizens’ Panel was
initially established in 1999 and comprises of 1,250 Middlesbrough residents, forming a representative
sample of the town’s population in terms of age, gender, ethnicity and employment status. The panel
membership is refreshed on a regular basis to ensure it remains representative of the town and to avoid
consultation fatigue and keep response rates high.
Residents are randomly selected and invited to join the Voiceover Panel. Panel members agree to respond to up to three postal/online surveys a year and are consulted on a range of strategic and service issues.

The Voiceover Panel includes 1250 Middlesbrough residents from
all backgrounds and all areas of Middlesbrough. To ensure that the panel mirrors the population of
Middlesbrough, people are selected on the basis of age, gender, ethnicity and the ward they live in. The
complete panel is designed to be representative of the city as a whole.
When is the consultation taking place: Between two and three times a year
